A federal law – known as Public Law 86-272 – prohibits states from imposing a net income tax under certain circumstances, protecting many manufacturers from having to file a state net income tax. The law was enacted in 1959 well before manufacturing had websites. The Multistate Tax Commission and some states have started to interpret Public Law 86-272 in a way that will cause manufacturers to lose their protection if they have an interactive website.
